Joel RifkinOn June 28, 1993 at midnight, New York police officers noticed a vehicle with no number plate during routine patrolling. They followed the pick-up driver and blinked the headlights as a signal to the driver to stop but he didn’t and accelerated the vehicle instead. After half an hour chase, he was arrested by the police when his pick-up collided with a phone booth.
